Yeast starter needed?

Sunday I'm planning on starting my first lager, a German Octoberfest from a Brewers Best extract kit. The kit uses Brewferm Lager for it's yeast. I've done a little reading (some on this forum) that suggests this yeast might have a lag time of up to two days, so I'm considering doing a yeast starter in the hopes of reducing the lag time. I'm having a little trouble finding the basics about putting a yeast starter together. Also, the directions on the yeast packet only call for re-hydrating the yeast. So I guess I'm asking two questions:
1) Do I really need a yeast starter, or am I worrying about nothing?
2) If a yeast starter is a good idea, can someone please point me to a pdf file or a webpage about the basics of putting one together? My resources are Charlie Papazian's The Complete Joy of Homebrewing and William Moore's Home Beermaking. I know I've read about starters somewhere, but when I NEED the information, I can't find it.

Atwo day lag is generally not a problem for a lager. Also, a starter is not necessary for dry yeasts, there are a ton of cells in those packets.
