OTOH 80 ppm as CaCO3 isn't high at all. Assuming it really is high then yes, about half of it can be removed by the lime based 'split' treatment.

It is measured in pH units (log of moles/L). And no, pH 7.7 implies that the water is slightly basic (has finite alkalinity) WRT pure water.
