Stainless pot is flaking?

I purchased a bit if used equipment and there is a stainless pot that has a chip in the bottom. I can pick away at material around the chip. There seems to be another metal under the outside coating of stainless.

Does this affect the pot negatively? And what can i do to make this a sound piece so if i ever sold to a friend i would know it is too notch.

is the pot a tri clad layered bottom? I would think the damage might be from an impact, and likely won't be a problem unless you drop it a few more times on that very spot.
 
Could be a ss pot with a layered bottom. Usually ss layers around AL. It helps the pot heat faster. I don't think It's a problem, but I'd wonder about the quality of the pot.

Idk if it is tri clad... It could be. I'll look into the passive idea, buffing it would take off a lot more of the layer.
