Proper temperature for mash pH reading with spreadsheets?

Do spreadsheets such as Bru'n Water, EZ Water, the Kaiser Water Calculator, et-al assume pH at mash temperatures or at room temperature?

If a spreadsheet projects 5.3 is it really telling me to shoot for about 5.6 at room temp., and 5.3 at mash temp?

Is 0.3 pH the correct factor?
