I am trying to make a cider beer, not hard cider. What I had in mind was a cider, fig, and vanilla wheat beer. I'd like a solid amount of apple cider flavor, but how much and when should I add the cider? 10 minutes to go in the boil?

Its all going to be partial grain.

Wheat beer sounds good, but any other suggestions on a style of ale that will hold these flavors well?

This sounds a lot like a graff. Boiling the cider will likely kill any light flavor it already has. I'm no expert in this by any means, but you probably will want to just separately pour the cider into your fermenter at room temperature.
As for how much...that's up to your taste. I would suggest, buying a bottle of cider and a bottle of wheat beer. Mix and match until you get a good idea as to what you like. Then go for that ratio.
