The github thread on this issue with First Wort Hops is closed,

There seems to be some confusion about when or if this issue is fixed. According to the thread, it's fixed in 2.3.1, but on the download page,
http://www.brewtarget.org/download.html
the most recent version is 2.3.0 for Windows or Linux.

I can confirm, with 2.3.0, this problem still exists,

With first wort for the same quantities, the IBU's are off by a factor of 1000. I'm guessing this should be an IBU of ~40, but it's 4019.

It's an issue with the default value, but you can adjust it. As far as I can tell, it's just a coefficient or percentage with respect to a 60 minute boil. So a value of 100 for first wort will be equal to the ibus for a 60 minute boil addition. The default value is 100x100, probably incorrectly stored as a number when they thought it was a percent. Change that option and it behaves as you expect.
