StarSan is a no-rinse sanitizer. You'll want to at least let the foam drip out, but if it's just wet with sanitizer, you're fine.

So, maybe I'm missing something here. Why wouldn't you force carb it THEN fill the bottles? Is it just for consistency sake? I carb the entire keg first. Then I fill from the picnic tap. Once the bottles are capped, they hold carbonation just fine. I think that's how most do it.

If it were me, I'd stick to the basics: WLP001, Wyeast 1056, or US05. All 3 work fantastic. And not sure what you are asking about a starter. You'll need one for sure. I'd recommend using some DME and make a 1.040 2L starter. If you don't have DME around, get a liter or 2 of the wort going in...
