I have a package of Wyeast 1728 and a 2L stir plate. I need to make a started to propigate about 228 Billion cells to pitch. I have never used a liquid yeast and I never made a starter before. I was thinking about making a starter of about .5# Light DME in 4C water and then pitch the yeast on the stir plate. Is this the correct amount to make a starter for and will this be enough?

It is not as simple as making X sized starter using Y amount of DME and Z amount of water.

It looks like I will need to make a 2L starter with 7.1 oz DME for a starter of 1.037. That should give me more than enough to pitch. Once thing I cannot find is how long it will take to grow to that amount. Should I wait 2-3 days?
 
On the stir plate = 18-24 hours. This is the time it takes to reproduce. After that, they are just fermenting the "beer". I then chill for a day or so and decant the starter "beer". Leave a little to help swirl up the yeast cake from the bottom of the flask.

Definitely weigh your DME. Volume (cups) is inaccurate due to how dense it might be packed into the cup.
