yeast caked on top of carboy

im assuming it is ok to go ahead and unblock the caked yeast at the top of the carboy. it was blocking the blow off tube.

will this all settle towards the bottom?

Yes by all means clear the blow off tube if its clogged.

Sounds like your beer is at high krausen, and yes it will fall after vigorous fermentation is done, usually 3 to 4 days.

Definitely okay. Sanitize the top of the carboy,a stopper, and tool for clearing the yeast. Insert the sanitized stopper while you clean and sanitize the blow off assembly. If fermentation activity has slowed perhaps install an air lock. The gunk will most likely settle like the krausen. If it floats no problem racking from beneath it.
