I meant to chill my beer before I bottle tomorrow, but I forgot it outside last night. It got down to about 11° F. Will the yeast be alive to ferment again for carbonation?

Let the beer come back to room temperature and you will be fine. It takes a lot to kill off yeast. If you are that worried throw in a package of dry yeast at bottling. I don't think you will need to do that though.
