Yeast starter question

So I've convinced the wife to let me get a new piece of brewing equipment, so I've decided to start doing starters. I get the process, my question is on the math. The pitch rate calculator changes the necessary cell count based on OG (obviously) so is there a rule of thumb that says a 1L starter boosts your cell count by x amount of cells? A 2L starter? With a baseline of 100 billion with wyeast how do I know I've added the acceptable amount?

Use the Mr. Malty calculator. It tells you how big a starter you need.

I got the app but it's confusing me. I'm making an IPA next week, last time I made it it had an OG of 1.066, 5 gal. volume, and for calculating purposes I made the yeast about a month old. Says I need 228 bil cells, sounds reasonable. but it says to put 2 vials in a 1 liter starter. That doesn't sound right to me. What am I doing wrong?

You can do 1 pack with a bigger starter volume and time. I like to use http://yeastcalc.com myself
