yeast starter cooling question

Hello everyone
I am about to make a 1 liter starter..recipe is 32 oz bottled spring water to 4 oz of DME
question is can i boil only half the water volume with the 4oz of DME and use the other half to cool it? Do i need to boil bottled water to sanitize it or is it already good to go?
 
I don't see why you can't do that. I'm sure its pretty sterile already but if you boil it there is no question. Also, I don't think the un-boiled water would cool down the rest very much.
