My brewery is in an unheated garage, so I made a small temp-controlled chamber to keep my starters happy.
The cabinet is just tall enough for a 5L flask. I started heating it with an 8W heating pad, which wasn't nearly enough. I added a porcelain socket with a 40W reflector bulb, which is a bit much (causes short cycling). It works fine as is, but I plan to eventually replace the bulb with a 25W infrared emitter.

Yup, what a wonderful setup!

With that temp controller managing your heat, crank it up. Yeast propagates much, much faster at 80-100F. Just thoroughly cold crash and decant all the supernatant, it will contain a large percentage of bad tasting alcohols.
