WLP940 - Pitched too warm?

So I was attempting my first lager, yesterday. I bought a vial of WLP940 Mexican Lager Yeast, only catch was that it was past it's expiration date Oct 20 something 2013. It was the last one my LHBS had & the guy sold it to me for half price, told me to just make a starter which I always do anyway.

Upon mashout when I'm draining into my boil kettle, I usually use some run off and boil it in my Erlenmeyer flask. Ice bath it until it's cool to the touch, then pitch the yeasties. The vial says 70F for low lag time, but I realized that this is a lager yeast, and the ale yeasts say the same on the bottle. Anyway, I let it sit overnight & got nothing.

What temp is ideal for pitching this strain?
