Undersized starter?

I only have enough dme to make a one liter starter. I don't have a stir plate (intermittent swirling). I'm making a 1.047 og ale. Beersmith says I need two liter starter without stir plate and mr malty says 1.7ish I think.

So here's the question: should I make the starter?

Make the starter with what you have. It will turn out fine.
