the perfect hops combination

Hello everyone! Can you suggest me an explosive hops combination for a rye ipa?
I want just a clean herbal (or earthy) bitter combined with a delicious fruity citrusy aroma preferably with a little evanescent tropical taste

I will use
maris otter 72%
rye malt 18%
light crystal 6%
flaked barley 4%

fuggles is described as "earthy"

not sure about tropical... maybe citra?

and definitely not sure about a combo of the two
