You could. It's just distilled water with minerals and salts added. It might be to soft for dark beer. It might be to expensive to really use for anything though.

Potassium Bicarbonate - pretty vague here, but it does remove acid from the boil

All of these things extra to the water just will alter the ph of the mash/boil. With all grain, generally the mash will get itself to the proper level, it isn't needed unless your water is very alkaline.
Also, isn't that stuff expensive to use 9+ gallons on it for a 5 gallon batch? I would just stick with tap water filtered, and make adjustments based on my water report.
