Should I filter before kegging

When I transfer the beer from the Carboy to the keg should I first transfer it to another device such as a bottling bucket and then move it to the keg. My first kegging experience did not go well I could not get the beer to carbonate correctly. I would get a head but beer tasted flat.
 
As Tipsy suggested, lack of filtering had nothing to do with lack of carbonation. More than likely a leak somewhere, you didn't let it sit long enough, or not at the right PSI.

You don't want to move beer needlessly, so just go right to the keg. Your first few pints may have some sediment, but it should be smooth sailing after that.
