Shall I pitch another sachet of yeast after 16 hrs with no activity?

I pitched 16 hours ago and I have wort from the fermentor in a test jar.....when I look at the yeast jar there is not activity at all. The valve is not active on the main fermentor either.

Shall I pitch another sachet of yeast?
 
Be patient. Most important thing you will ever hear while brewing.
 
I never thought test jars to be indicative of what's going on in the fermenter. The fermenters larger size can be a different situation entirely,so I just go by what's happening in the fementer.
