I have a new regulator and the pressure control valve was all the way screwed in when i got it and it wont back out. Also i have a sankey tap for a ball keg that isnt working. the relief valve seems to be stuck. need help

Edit: the kingring on my sanke tap wont budge. and yes the relief valves are supposed to be scewed in but your supposed to be able to screw the adjustment valve in and out to adjust pressure and it seems to be stuck and wont turn and when i did turn it the piece it is connected to screwed out instead. ill try and upload pictures of both soon. im still having problems and help would be much appreciated.
 
Aren't relief valves supposed to be screwed in?

You usually relieve pressure by pulling on them with a keyring.

You haven't provided nearly enough information for us to help you with your Sanke tap.
