Here's the recipe, sorry it's a pic. App kinda blows and doesn't allow exporting into a text file.

It's a 60 minute boil and I'm looking to enter this into a comp, category 14b (American ipa)

What are you trying to achieve with the turbo?

Recipe:
Target: 5.5 gal Boil: 7 gal
Mash Eff: 75%
OG: 1.054 FG: 1.013 ABV: 5.3%
Grains:
Pearl Malt - 9lb 0oz 3L 84.7%
British Crystal 25L - 0lb 10oz 25L 5.9%
White Wheat - 0lb 10oz 2L 5.9%
Raw or Turbinado Sugar - 0lb 6oz 0L 3.5%

Hops:
Cascade 2oz 5days
Chinook 1oz 5 days
Chinook 0.75oz 30min
Jarrylo 0.75oz 30min
Cascade 1oz 15min
Cascade 1oz 10min
Cascade 1oz 5min

Yeast:
giga yeast
 
To dry it out I believe

The grain bill is from a heady topper clone.
 
Yea that grain bill is basically a light Heady for sure. With a beer with that OG, I wouldn't worry about adding sugar, just mash lower, maybe like 150 to 152. The reason you add sugar to a double IPA like Heady Topper is to keep it dry with the large amount of malt being used. You're using a lot less malt here, so the turbinado isn't need in my opinion.
