What of it? It's an emergency gathering point in case of, say, a fire so it's easier and faster to ensure everyone's accounted for and out the building. Judging from the license plate that's from France.

January 10, 2019. Not every country lists the date as mm/dd/year. Some do it dd/mm/year, or my favorite if you want things to sort easily: year-mm-dd.
