What was the recipe? Can you expand on what you did from a procedural standpoint?
 
IPA sat for 2 weeks it's was good. Racked it and add 2.5 whole simcoe and let sit for 2 more weeks. Opened and saw the bubbles
 
It's always tough to be sure from a picture, but I would say infected. I don't like the looks of those large bubbles.

Have you tasted it?
 
IMO, Yes. The bubbles look far to 'stringy' to be yeast. I've only had infections in my ciders but this looks similar to the white slick I had rather than your typical porridge-y krausen yeast bubbles.
Let some other folks weigh in before you do anything drastic.

Often times you can rack out from under it, hit it campden/K-meta and then repitch. There's also the bold option of letting it sit for a while and seeing how it turns out.
 
I ended up just bottling. The taste seemed good just bitter from the hops so we will see what happens. Thanks for the help
