Here is my Pliny recipe based in the info from Russian River, any suggestions?

You are pretty good. I have done a Pliny clone 4 times all very similar (my friends are hop heads)... 2 suggestions
1. Reduce the Carapils...I use .75 lbs for 10 gallons. If you want a Pliny you want crisp and not very sweet at all Carapils lingers and adds sweetness.

2. I think you need some Columbus at either 5 minutes or less maybe zero and reduce the simcoe you have at 0min. I think Columbus is tremendous in the 0min addition, and I like a little bit of bittering Simcoe. So maybe that .75oz you have at 45min switch that with 1 oz Simcoe?

Just my idea
 
Ok, thanks for the advice, I will scale back the carapils, so what are you thinking, like .5lb?
As for the hop schedule, taken exactly from Vinnie's homebrew posting. I might leave the hops alone, mostly looking for grain bill help, although I like the idea of the CTZ at zero, so maybe I will split the difference and split the bittering w Simcoe and CTZ and the same for the fry hops!

Yeah a about .5lb...if you have a brewing software aim for 2.4-2.8% of Carapils, also on my last batch I added .25lb of wheat for head retention and it was't too noticeable, but a couple friends said it was a nice addition.

If you look at KuntzBrewing's chart about 6-8 minutes would be ideal for aroma. I always do a 5 minute addition on it
 
I know RR uses some amarillo now. Pretty sure some in the boil, definitely some dry hop. Heard this on the brewing network.

Their explanation of the chart is assbackwards

The explanation isn't assbackwards, just the way they go about it. They are saying that by 20 minutes in the kettle, all the aroma is driven off, but flavor remains. Same with the bittering. After so long, even the taste is boiled off in favor of the bitterness. I think the chart would be a lot more understandable if the y-axis was mirrored.
 
Oh I understand what its saying now, the way I read it was add your flavoring hops 20 minutes INTO boil, aroma 7 minutes INTO boil. Which really its 20 minutes from END of boil, but they are showing one single hop addition, after 7 min peak aroma is reached, 20 min peak flavor, 90+ peak bitterness. That's why I thought it was bassackwards
