Plate chiller Sanitization Question

I came across a few packets of TM Desana Max. Its supposed to turn from purple to green if it comes into contact with organic material. Its essentially a beer line cleaner from what I gathered. Is this safe and effective way of cleaning and telling if my plate chiller is sanitary?

There will always be organic soil in a plate chiller. You must sanitize with heat.
