I've read that you can make almost any style of beer that uses a barley base with this type of extract if you use the correct steeping grains. Is this accurate?
 
The only times that this would not be true are:

  1. When the base malt adds a significant flavor contribution to the finished beer. (I'm thinking English Pale Ales).
  2. When you are using adjuncts that require mashing to convert starches. (I'm thinking unmalted barley and oats, commonly used in stouts).
