Ph water correction

Hi, I am from Arica Chile, my water is very hard and their Ph is 6.8 , i am using phosphoric acid to decrease the pH but it doesn't make sense the quantity i am using, in 60lt of water to decrease from 6.8 to 5.2 i added 18ml of phosphoric acid at 85% , it looks too much for me or its ok? I was using a pHMeter. thank you very much
 
The acicidy of the grains should bring the mash down very close for most grain bills to the good PH range we all look for, is the 6.2ph your mash ph or is this just the water ph. - I would not be adding before knowing the mash PH. - if this is sparge water I really see no need, as the starches have already been converted and you are only rinseing the grain.
