Pale Ale for Independence Day Critique

Hey, all,

I know it's a little early, but I'm already planning my brew for Independence Day. I used to host the annual shindig with my friends, but since I've moved to a house with a smaller back yard, my British friend is taking over hosting duties this year. I thought I would do a tribute to the British/American collaboration by brewing a hybrid English/American Pale Ale. Does anyone think this recipe would work and taste at all decent?

8 lbs Pale Malt, Maris Otter
12.0 oz English Medium Crystal
4.0 oz Victory Malt
0.5 oz Columbus (Tomahawk) [14.0%] - Boil 60 min
0.8 oz Liberty [4.3%] - Boil 20 min
0.50 tsp Irish Moss (Boil 10 min)
0.8 oz Liberty [4.3%] - Boil 5 min
1 pkgs Dry English Ale (White Labs #WLP007)
1.0 oz Liberty [4.3%] - Dry Hop 7 days
0.6 oz Columbus (Tomahawk) [14.0%] - Dry Hop 7 days

That's about 3% Victory, which seems a bit small to get much flavor out of it. Maybe do 8oz (5%) or 10oz (6%)? But you probably don't want to go more than 6 or 8% if you're going to have any BMC drinkers there.
