Out line problem

Sounds like your diptube is clogged somewhere. It could be up in the poppit, or somewhere in the diptube. You could purge the pressure, pull out the "out" diptube and hold it up to the light. You should be able to see light through it without any globs in the way. The poppit could be slightly plugged with hops debris, so you could make sure it's clean.
 
Sounds like you have a clog. Try switching your CO2 line to the out post and shooting co2 in it for a few seconds. Make sure you switch the connections though. If you have ball lock kegs, then the connectors at the posts are different. If you try sticking the grey co2 connector on the out post, then it'll get stuck. Put a liquid ball lock connector on your co2 line and use that.
