Well, the base is good, but if you want it to taste anything like a stout, you've got to add some roasted barley or black barley. Chocolate malt has a hint of roast, but you've got basically a brown ale recipe there. That will still be good, as I love brown ales, but a stout has roasted barley. I have an oatmeal stout without roasted barley, but I use black barley instead. In order to have a stout, you've got to have either one of those grains.

Here's my oatmeal stout (which is more "coffee" flavored than a "roasty flavor", if that makes sense):
7 lbs Pale Malt, Maris Otter (3.0 SRM) Grain 63.64 %
1 lbs Oats, Flaked (1.0 SRM) Grain 9.09 %
12.0 oz Victory Malt (25.0 SRM) Grain 6.82 %
10.0 oz Chocolate malt (pale) (200.0 SRM) Grain 5.68 %
8.0 oz Barley, Flaked (1.7 SRM) Grain 4.55 %
8.0 oz Black Barley (Stout) (500.0 SRM) Grain 4.55 %
8.0 oz Caramel/Crystal Malt - 80L (80.0 SRM) Grain 4.55 %
2.0 oz Chocolate Malt (450.0 SRM) Grain 1.14 %
2.00 oz Williamette [4.80 %] (60 min) Hops 31.6 IBU

You know...I meant Roasted Barley (The bag is sitting on the table next to me) not Flaked Barley. Let's try this again:

MmmmKay! That's better. BUT, I'd still consider the flaked barley as part of the grainbill as it will give you great head retention! 1/2 pound is plenty. I mash at a far higher temp, but my oatmeal stout is a bit thick and silky. If you want a thinner bodied beer, 151 would be ok.
