no bubbles. can I add yeast?

My first fermentation went without a hitch. For my second, I was short on yeast. By about half. Is it gunna be okay and just take longer? Or should I add more? I feel like it's not working because there are no bubbles coming out of the water jar like there was the first time
 
bubbles don't mean much. if you under pitched the yeast will eventually ferment the beer adding yeast won't hurt anything.
