I made a RIS about a month ago that I mashed at 149 and an OG of 1.110. My plan was to finish at 1.020. I am at 1.023 but the last 3 points are happening. I racked to secondary tonight where it is going to sit for 6 months (and eventually I am going to age it on some oak). Can I add some addition yeast first to get my last few points?

Don't sweat it, IMO that difference is not worth re-pitching over. It may drop a point or two in secondary anyway.

Your attenuation is pretty good already.
