I use the grain bill below for what I call “Fizzy Yellow Lager”. My recipe is hoppier and higher ABV than the beer you describe, but by reducing the fermentables by 20% and reducing the 60 min hop addition to 1/2 oz and replacing the remaining hop additions with a single 1/4 oz of Willamette at 10 min you would get a +/- 5% ABV beer at <20 IBU. Mash in the mid 150s for 45 min.

Frankly, it sounds like you want to clone a generic light lager.
