I've never had a (visibly) infected brew before. I've had a busy holiday season so I was brewing some kits to keep some easy beers in stock. This particularly brew was an Irish Red from Midwest. It ended up sitting unattended for a week or so longer than it should have, and when I opened it up to bottle today I found this (picture below).

As I said, I haven't had an infection before and I don't know if that's what I'm looking at. Whatever is on top there is white, but not stringy. It's flaky, kind of like parmesan. The beer smells sweet but not awful, just green. I'm not sure if I should bottle or dump.

That is not an infection. Germans call this Braun Hefe. It's essentially yeast, trub and hop resins.

You're good to bottle.
