How much head space for CO2

I use a CO2 tank and soda bottle quick connect adapter to make my own carbonated water.
If I fill a 2L bottle with flat, cold water, how much room should I leave at the top for CO2 for optimal carbonation?

As the CO2 slowly dissolves into solution, the container pressure drops, and I top up the pressure a few times. But if there's too little gas volume at the top then it happens too quickly.
If I leave too much, then I think it just wastes gas and I get less product.

What do you guys do, or is there a rule of thumb, or formula to use, for the ideal amount head space I should leave at the top to get a nicely bubbly, sparkling water?
