I have a recipe that is asking for 250B cells of Wyeast#3711. I wanted to see how many packs I need for both a non-starter and a 1L starter. Any and all help will be greatly appreciated!

It will depend on how old the yeast is... if it's a month old I think one liter starter would be rather okay, maybe a little bit more but probably not necessary.
 
The cell count of liquid yeast significantly declines over time, so it depends how old the package is.

Making starters for liquid yeast is a great way to improve the quality of your fermentations. I highly recommend this practice, especially using a stir plate.
