I am using vanilla beans for a porter.

When I cut the vanilla into pieces and scrape out the insides what do I do with the insides???

Do I throw the insides away or do I use the chalky insides?

You use the pasty insides for the vanilla flavor. I got two vanilla beans in what looks to be about a 3oz jar at Giant Eagle. I cut the beans in half & scraped the paste out, chopping the outer part of the beans into split 1" pieces or so. I put all back into the little jar, half filled with cheap vodka & sealed it to sit & soak during primary fermentation of a PM robust porter I was going to add them to. I added the strained liquid to the bottling bucket with the priming solution.
