ok. I'm not that worried but just few clarifications would be great.

I have a keezer (3C) with 3 taps, all ales. Corny kegs.

question 1. Will it get foamy if I am almost out of co2?

questions 2. tap 1 (1st off manifold) is the foamiest
tap 2 (2nd off manifold) is the next foamiest
tap 3 (3rd manifold) is nearly perfect pour.
is this cuz of the low co2 (nearly empty)

They seemed to be alright prior.

Now. My lines are only 6 ft long and I usually have them at 9psi. I know they should be longer but they have been fine until they the psi dropped below 3 lbs.

any help would be great!

At 3 psi the CO2 is coming out of solution, and that is going to be worse in the line at the tap end because it is warmer than your keg.

If you want to check - tap off some foam into a pitcher first, it should run foam free after the line clears.
