I installed a Johnson Controls device in my industrial freezer. I put a thermometer in a glass of water, and it is reading about 60F. If the ideal ale yeast fermentation temp is 68 to 72, is 60 perfect since fermentation is exothermic, or do I set it up 68?
 
I have a similar arrangement, and I typically set my fridge to ~64-66, not worrying about the exothermic component.
I figure the fridge will keep up with that for the most part, and if it doesn't, I'm still within range.
Very good results. I often use S-05, sometimes notty (keep that closer to 64), and various liquid yeasts if doing a specific style that really calls for it.
