Does hop extract dissolve in water?

Yes, at warm/hot temperatures. Don't expect to take it out of the fridge and have it dissolve readily in room temp water.
 
hahaha! Considering the coating of resin left behind in my bk the one time I used a "hop shot" I bet a drop from the syringe into even room temperature water would just sit there intact :)

It's over 60% alpha-acids according to the manufacturer. To readily dissolve in water alpha-acids require this thingy known as "isomerization". Considering that this is non-isomerized CO2 extract I'm going to go with "Hell no, they won't". ;)
If you can get your hands on some super-critical CO2 then that will work like a charm... :p
 
Solubity improves with alcohol but will still not dissolve 100%. For that you'd have to add some iso-octane but then you would not want to drink that at all. 🤕
