I have a speed controller intended for hood exhausts and played with it for a little while. my experience was that the pump could only be slowed 10-15% and would begin to stall out. In the end my realization was a need for more not less. A ball valve on the out side proved to be the best solution in my case. Search solid state speed control. They cost about $10 and are made to fit in a 2x4 electrical box.
 
Doesnt really work for single phase electronics. There are some rare types of 110/220 units that will work but typically its not an option.

Throttling the outlet is your best option for single phase.
