So I'm going to cold crash my beer for the first time. Do I count the time I cold crash into my dry hopping time? I've read that dry hopping cold slows the process down... but do I aim for 7 days of dry hopping including 48 hours of cold crashing, or do I just aim for 6-7 days of regular dry hopping, then cold crash it?

Dry hop for however many days you want to(I do 7 days). Then cold crash.

Don't include the cold crash in your dry hopping time. At cold temps the "dry hopping" isn't really doing anything.
