I am converting my side-by-side stand up full-sized beer fridge to include a couple tap handles.

It is big enough to house a couple kegs AND the CO2 tank.

Optimally, Should the CO2 tank be in the fridge?

It doesn't matter. Co2 is a liquid, dispensed as a gas. Fridge temps or room temperatures- it doesn't matter a bit.

Wherever you find the easiest to reach and change if needed is optimum.

My tanks are outside, but I have a 50 pound tank for my keezer(I truly hate that word, but it works) and a 20 pound tank for my keg fridge so putting them inside is impossible. But even with a 5 pound tank, placing it outside leaves room for another keg and provides you with physical and visual access without having to open the fridge.
