Carbonation problems with Pacman?

I've brewed two beers with Pacman yeast, an IPA and an IIPA. The first never carbonated and the second is not carbed after six weeks (and not even a slight noise when opened). Both were kept at about 70F. Does Pacman flocculate too much to bottle prime?
 
I've always had problems getting big IPAs to carbonate. Hops are anti-microbial and do have a negative impact on ability of yeast to reproduce. How long are you aging the beer before bottling? Did you cold crash? Ever had this issue before? Any other details would be helpful.
 
I brew my APA with pacman and have no issues with it carbing so it's not the yeast in and of itself. No experience with how it handles higher gravities and/or hop levels, personally.
