Brewing a Red IPA, 11 gallon batch, water profile amber bitter, Bru'n water tells me 18.4 ML 10% phosphoric acid in mash, and 53 ML in the SPARGE. I'm also using Gypsum, never used Phosphoric Acid before always just acid malt. Does the sparge Phosphoric Acid sparge amount seem high?

Seems feasible without knowing your exact grain bill. If the water has a higher residual alkalinity, you need more acid to drop the pH. The phosphoric is only 10% too, so it really isn't that much.
 
seems reasonable to me. I use lactic (88%), and my alkalinity is a bit higher than yours ( 179), so i typically add .8ml per gallon.
