In my rig that I,m building can I use brass barbs instead of stainless steel
 
Yes, absolutely, but there are certain advantages to stainless steel.

1. Brass contains trace amounts of lead. While probably not enough to matter, it's still a consideration.
2. Stainless is more durable (harder metal, and it doesn't degrade from chemicals as easily)
3. The copper in brass accelerates staling.
