It's started boiling an IPA and noticed black chips floating in the wort. I have a stainless steel kettle so it shouldn't be that. Could it be burnt extract or corn sugar? Regardless, should I pitch it now?

It'll settle out, so it's unlikely to add much flavor. Probably burnt extract or sugar, especially if you didn't turn off the heat and stir vigorously when adding the extract / sugars.

If the beer is burnt it'll taste of it.

Thanks. I was able to filter them all out when pouring into fermenting bucket. I'm hoping since it's a double IPA that the hops will override any burnt extract flavors.
