Biscoff Milk Coffee Stout - Need Help/Advice

I'm looking for some advice and feedback on the right proportions of spices to use to achieve my desired taste.

Biscoff cookies are divine, especially when dunked in a cup of coffee with a dash of half and half. So I think a Biscoff Stout (or Porter) would be amazing and original. I have a recipe on how to make a batch of the cookies, but I'm not sure what ratio I need to use in a 5.5 gallon batch of beer.

Biscoff Cookie Recipe
(Ingredients that will be used to spice beer)
2 tsp cinnamon
1/4 tsp nutmeg
1/4 tsp ginger
1/4 tsp allspice
1/4 tsp cloves
1/4 c brown sugar
1 tsp vanilla extract

(Other ingredients in the recipe, not for the beer).
2 C flour
1/2 tsp salt
1/4 tsp baking soda
1/4 tsp baking powder
1 c unsalted butter
1/2 c sugar

I haven't quite settled on the base stout ingredients as I'm open to making this a porter... but I do plan on making it with lactose/oats and coffee to help give give biscoff its best environment.

Any ideas on the quanitity of those spices I need to add for a 5.5 gal batch? And when I'd add them during the process?
