Big Beer 1.096 start stalled at 1.024 wlp090

Hey all,
This is my second time with this yeast.
last time I stalled out kinda high to.

But this beer in question could be high due to my error of under pitching in the worst way.

12 gallons in the fermenter
grist
32 lb 2 row
4lb Crystal 75
2 lb carafa II
2 Chocolate
1 lb Candi D180
1 lb Candi d90

Mashed at 151 deg
wort went into the fermenter at 1.096 (Target 1.100) FG should be 1.017
brew date was 11-13 and here is where I blew it.
I pitched 2 yogurt packs of wlp-090 which is about 6 packs too little.
I don't know what I was thinking. I do know I didn't make a starter because I was lazy and didn't get my large Flask in the mail yet.
Last started I did in the 2000ml blew out overnight with 2 packs in it.

Anyhow.
went fine for a few days but was slow to start.
on 11-20 reading was 1.056
I figured I should do something because it was going so slow. so I pitched some us-05 on the top. Hydrated first.
on 11-24 reading was 1.034 raised temp to 70 from 67
11-29 1.028
12-04 1.026
12-07 1.021
Now here is another interesting part.
on that day I decided I needed to make a starter and pitch it in at high krausen so I made a 1200ml starter off a pack of hydrated us-05 and after it was spinning for 1.5ish days I put it in.
today 12-12 its back to 1.024 so it seemed to go up. which I would assume was from the starter.

What should I do? options? opinions? anything?
 
I think it's done.
with such a large proportion of specialty malts I'd say that's great attenuation.
 
Thanks Meat....kinda what I was thinking when it hit 1.021 but then I had that great idea of a starter.
do you think if I let it ride out for another week if that starter addition may ferment out?
