I have some Omega yeast that has a package date of about a year ago, and doing a test starter it is showing viable. I'm looking to make a 1-2L starter, can I just make a 1-2L starter, or do I need to make a bigger one to compensate for the age of the packet/dead yeast?
 
How big was your viability starter? I would make another starter 5x that size, and then if necessary step up again to get to your 1-2 liter desired final size.
 
I have two beers carbing right now from one vial of WLP004 with a Best before April 22, 2015. An Irish Red that started at 1.035 and finished at 1.007 (~%79aa) and an Irish Extra stout that started at 1.055 and finished at 1.016 (~%70 aa). Both beers brewed 2/17/2020 and bottled on 2/23/2020. Both samples from the bottling bucket tasted fantastic.
